The dog, who was named for his pretty blue eyes, was chained to a heavy chain attached to the house of his owner, so it was obvious he had never had a decent meal.
RewriteIn St. Louis, keeping animals outdoors for a year isn’t allowed, so Donna helped Cobalt as he couldn’t live like this. First, Donna gave Cobalt some treats since he needed to eat, then she used bolt cutters to free him.
